Already implemented some RISC-V SOC on intel Cyclone FPGA, but not for Terasic boards.
Is possible to add a custom bitstream to Pathfinder?

I would start by checking if your design can fit on the DE2-115. Assuming that it does, you would need to connect your SOC with the peripherals on the DE2-115. At minimum, the onboard USB and Ethernet to run Linux comfortably, and JTAG if you want to debug the kernel / driver. Sorry if I can’t be more specific without knowing more about your RISC-V SOC.
